Unfortunately, the factory is in the FWL. That puts a bit of a crimp in that theory...
I prefer the theory that the LA bought up all the old 'Mechs it could in the wake of the Civil War just to make up for lost material.

ONE factory is in the FWL...nothing says we Lyrans couldn't have found and rebuilt another...
Remember, several companies have branches in alot of the Successor States...
Besides, the factory in the FWL is Corean Enterprises - (MacAdams-Suharno), NOT Brigadier Corp, the creators of the design...

Yeah, but even Brigadier is in the FWL (as far as we know, anyway).
Curiously enough, TR:3067 has the Chimera, a Steiner design, produced almost everywhere but the LA. It's produced in the DC, FWL, and Epsilon Eridani in the Chaos March. Maybe that lends some crdence to your theory...
