Tokugawa already exists as a 60t wheeled tank in TRO 3058 (finding a name for new designs isn't easy these days )
Aside form that there are only a few weaknesses that should be eliminated by the nature of the vehicle. Neither slow speed, nor fixed forward facing guns can be considered as flaws, because the TGA-103 will probably fight from fortified position. This should also negate the movement restrictions of wheeled chassis. There is one strange thing. There are 4 MGs and 400 rounds...

Each MG has it's own ammo bay.

Yes, but what is the benefit of this configuration?

The idea was to allow the MGs to remain in action or as one idea that has been tossed around that most tanks don't have centralized ammo bay so I went with that idea for this one.

The vehicle can't survive the destruction of one side anyway, so adding more explosives to each side on mobile fortress seems counterproductive to me. If the crew members aren't separated than they should be able move the ammo around the vehicle without problems, especially when there is no CASE. According to rules the ammo hit detonates everything, so separated ammo bins would probably require some house rules to work as you wanted.
Each MG may start game with 25 magazines, but that doesn't mean that one of the gunners can't handle you another one. That's how I understand having 100 MG salvos in the tank.

Okay I will add the idea in as a variant. Say drop down to 100 shots for the four guns, add CASE and say an another couple of MGs or more armor or ammo for the HGR.
Also let me thank you for actually trying to help improve the vehicle instead of bashing the hell out it because it's not the normal IFV as has been done by folks on CBT board.
Thank you again.

I never noticed anyone saying that it's an IFV
There are other options for those 1.5t, and both may be handy.
ECM is quite obvious. Allowing this monstrosity to avoid attention until it's too late would be nice, but I'm not sure if you want the enemy to get closer.
Another option would be the AMS. Every SRM that doesn't hit means longer life and with new rules it should last longer.

The AMS is a good idea...I had thought of that originally but couldn't really get it to work out in my head...so I went with the MGs...
ECM...I like that idea and it has draw backs...
