Hmm, not bad... The armor is not exceptional, but it should keep it safe for a while. If you don't need the speed that much then I would prefer the Wolfhound, but this 'Mech may be handy.
Scouts probably won't like it.

3C....3C....that the one wth the PPC, right? I like that one the best of the bunch, myself. this one has more weapons, but that PPC is murder to a light mech _________________ one by one the rabbits are stealing my sanity....

Well, the wolfhound is not available to every faction. Most factions own a Cicada. This one could work as a pair with the 3C, while the 3C snipes a 3A could close in for the kill. It is also fast enough to keep up with, or out run, most scouts in the era.
The large laser is there to put a hole in light armor much like the PPC on the 3C. Also, I designed this one to take a large laser or survive a direct AC20 blast.
Is it impressive, probably not, but it can get the job done where the locust can't in some scenarios.

Maybe switching a heat sink or a laser...or maybe both, for a bit of armor would help.
Good start though...not to say that this couldn't be fielded as is, because it certainly could.

Which faction is going to be using this upgrade/remod?

In design submissions I fluffed it as a variant that got discontinued because of a large laser flaw that damaged the engine.

It is a good opportunity, I left the extra heat sink so it could be able to dissipate heat after two engine hits (that or walk away and stay level) and keep constant fire with the triple medium lasers.

I'm thinking this is the way to go.
BUT
As much as I would hate to do it, I think I want to cut the armor down a ton and put on a heat sink. This way, you can do an alpha and not suffer that -1 movement penalty. Also, suffering two engine hits, you would be able to keep a constant run without overheating.
