Comment: This is one of the first new rulesets in a while and the current standard. It is a major rework of the rules and complete enough to allow for design of everything from a satellite to Warships (A few 'house rule' agreements would need to be made, but enough info is there). I found the ship design rules a bit complex but manageable after a couple of run throughs.

I did miss background for how a group of role players could develop their own ship facility, new classes/ tech and such. Those who have read the forum (Bar and Grill) for any length of time know this is an on going issue I have.

Comment: This is the must have book of any of the publications. It covers all the hard rules and some of the variations for technology.

The only reason I did not give it a 5 is that rules for developing new tech, facilities and designs were not covered for any possible campaigns that may develop.

This book includes expaned rules for weather, strange environments, and mech design, artillery and several other units.

Comment: Finally this is a rulebook I waited for for 5 or more years for and am pleased with. I has a good abstract systen for allowing long term campaigns and such. It falls short for smaller scale development, what a mercenary group can get away with. The book could have been a good vehicle for adding some depth to the universe with plans of the major facilities.
