(This is something I cooked up for a D&D setting that would exist in a non-canon world).

The Command - Blast Fireball is a variant of the Delayed - Blast Fireball, but with a few key differences:

1. The spell level is 1 higher than the Delayed - Blast version.

2. Despite the length of time the caster delays the blast, the caster can choose to detonate it early; however, the blast *cannot* be activated on the round the spell is cast.

3. The caster can also choose to dispell the fireball any time before he set the blast to go off.

The spell was created by a high-powered demon who, after tiring of his demon comerades, decided to take on human form and live among the mortals for a while. Although he had created the spell some time earlier, he first used it in the defense of a small mountain town that was under seige by bandits.

The poor bandits quite literally had no idea what hit them.*

In gratitude for his efforts, the town allowed him to reside there. He eventually married a human female and opened up a mage school. Those students who complete the training there have the right to return and learn this spell.

*The demon in question had the "Silent Spell" feat. He cast the spell on a large group of bandits before going to negotiate with them. When the negotiations soured, he activated the blast. He repeated this pattern until all of the bandit groups were either destroyed or had fled.

Negotiating with (technically) dead enemy (and taunting them a little). That sounds quite fiendish

That's the whole point behind the spell; if someone tries to backstab you, you have a way to backstab them.

Especially when you are immune to fire (or at least resistant)

Well, you can always create variant that suits your needs (err energy resistance/immunity), or with fiend powerful enough you can try archmage prestige class with energy substitution or some other prestige class (or feat).
