I think because they do not need ammo.
When you have a fusion engine and no (or almost no) energy weapons the Laser-AMS would be a logical choice.

There's also a subtext how missile infantry are some kind'a lowest common denominator for "effective pedestrians": Damn-near everything moving the needle on a Threat-O-Meter® below three tons, if not five, is spamming missiles; And while any AMS is cheaper then reactive armor, why not spend some c-bills on both? Thumb
